After configuring a local or remote Staging environment, creating a page in the staging site, adding a Web Content Display widget to the page, creating a new Publish Process (select the previously create page, deselect Web Content) and publishing it, you will see a successful publication showing a missing reference error json in the details. The expected result should be the publication fails with a human-readable missing reference error message.

Resolution
- The option "Publish Displayed Content by Default" is disabled, but upon publishing the page without the web content, the page and web content were published to Live.

So, if disabled the option: "Publish Displayed Content by Default", the publishing will not fail. It will be successful and only the web content display portlet will be published to Live (if the web content is also deselected from the publishing process).
