Issue

The required fields are not requiring the user to fill in when switching languages in instance settings
Steps to Reproduce:
1. Navigate to Instance settings > Localization
2. Change the language to any other language from English and save
3. Go to Objects and create a Custom Object
4. Back to Instance settings > Localization
5. Now, change the language to English (United States) and save
6. Back to Object admin
7. Edit the Custom object and try to save.
Expected Behavior: The required fields should require mandatory completion
Observed Behavior: The required fields do not require mandatory filling

The observed behavior is a known regression bug of DXP that has been addressed in DXP-7.4-update-79.
