Adding and deleting a Fragment before publishing the page still count

Issue

• The issue can be reproduced with the following steps:

  1. Add a new Fragment Sets.
  2. Add a new Basic Fragment.
  3. Create a Content Page.
  4. Add the newly created fragment to the Page and delete the fragment from the page (DO NOT PUBLISH the page)

  Actual Result: Go to Fragments and check the newly created fragment. On the card, it shows 1 usage and "View Usages" is disabled.

• Install DXP 7.4 Update 70
