Picklist import and export are not available

Issue

• The import and export options for Picklists are not available in Control Panel > Picklists

Environment

• DXP 7.4 U63+

Resolution

• The feature does exist but is hidden behind a feature flag for U64. 
  Setting feature.flag.LPS-167536=true in portal-ext.properties will allow the import and export options to appear for Picklists.
