"You do not have the roles required to access this portlet." errors seen when accessing Form

Issue
When attempting to access a form with a user that has the permissions to do so, "You do not have the roles required to access this portlet." errors are displayed in the UI.
Environment
Liferay DXP 7.4
Resolution
Upgrade to DXP 7.4 U79, OR
Open a Help Center Ticket requesting a hotfix that includes LPS-180830
