Styles Panel styles does not apply to OOTB widgets when Publishing the page

Issue

When making changes to the Styles Panel (such as changing the background color of a Widget on a content page), the changes are not applied after publishing the page (In the view-source, CSS classes and styles are missing).

Environment

Liferay DXP 7.3

Resolution

Update to Liferay DXP 7.3 U24 or higher, OR
Request a hotfix that includes LPS-178045.
