Unable to delete all public pages in the default site 'Guest'

Issue

• When I try to remove the last public page in 'Guest' site, the 'Delete' option is missing from the Options Menu.
• It is not possible to revoke View permission for Guest users either because the option appears grayed out.

Environment

• Liferay DXP 7.0+

Resolution

• This is the expected behavior.
• You can delete all pages from any site except for the default site: 'Guest'.
• You can find this statement in the portal.properties documentation, Default Guest Public Layouts section:

  The Guest group must have at least one public page.
