Console errors when local staging is on

Issue

• There is a staging initialization failure within the console when local staging is on. 
• Steps to reproduce: 
  • Publishing > Staging > Toggle Local Staging On
  • Navigate to the Home Page and check the console within the browser
    • Error populates:

      • Uncaught TypeError: Cannot read properties of undefined (reading 'init')

Environment

• 2023.Q4.8 and older

Resolution

• This behavior has been addressed and fixed in versions 2023.Q4.9 and newer.
• If an upgrade is not possible, please request a hotfix containing LPD-19670.
